PRESENT: Joseph Ferris, Sara Young-Knox, Brian Hastings, Jim Hill, and Kevin Richard.  The meeting was held at the Albany Town Hall.

 

  1. Chair Ferris called the meeting to order at 5:30 p.m.

 

  1. Approval of Minutes (6-9-16)Sara Young-Knox moved to approve the minutes of June 9, 2016. The motion was seconded by Joe Ferris and passed 2-0-0.

  1. Meeting with CES Principal to Discuss Transportation Options – Brian Hastings,                         Principal of Conway Elementary School, discussed the process for bus charges to                             parents/guardians.  MacIver Transportation is charging a $50 fee for bringing                          students back to school if no one is home, and Mr. Hastings would like that                                         charge passed on to parents/guardians.  The Board will give the principal                                  discretion on the first offense and emergencies.  Mr. Hastings will send out                                        letter to all parents/guardians.

 

  1. FYI – Summary of Expenses and Receipts for 2015-16 – Kevin reviewed this report.

 

  1. Correspondence from Becky Jefferson (School District Assessment 2015-16 Overpayment – The correspondence was reviewed.

 

  1. Superintendent’s Report

 

  1. The Joint Boards meeting is September 15th at 6:00 p.m. in the CPDC.

 

  1. Board Member Vacancy – No one is interested at this time.

 

  1. Discussed potential of Albany students (home school and non-tuitioned to KMS) participating in co-curricular activities at the 7th and 8th grade level. The Albany School District is obligated to pay

A.     Set Date for Next Meeting – The next meeting will be on November 8th at 5:30 p.m.

 

  1. Public Comments – Steve Knox asked about enrollments at Conway schools. Kevin noted that it is 265+ at Conway Elementary and Pine Tree School and approximately 230 at John Fuller School.  Mr. Knox also asked if Conway would be closing a facility and Kevin answered not at this time.  Mr. Knox asked if there would be any benefit if the town fiscal year were the same as the school fiscal year.

Albany School Board minutes April 12, 2016

PRESENT: Joseph Ferris, Sara Young-Knox, Jim Hill, and Kevin Richard.

1. Superintendent Richard called the meeting to order at 5:30 p.m.

2. Reorganization of Board

A. Election of Chairperson – Mr. Richard asked for nominations for

Chairperson. Sara Young-Knox moved to elect Joe Ferris as

Chairperson. The motion was seconded by Joe Ferris and passed 2-0-0.

Mr. Richard turned the meeting over to Chair Ferris.

B. Election of Vice-chairperson – Joe Ferris moved to elect Sara Young-

Knox as Vice-chairperson. The motion was seconded by Sara Young-

Knox and passed 2-0-0.

C. Set Meeting Dates and Times – The Board will meet on the second Tuesday

of every other month at 5:30 p.m. at the Albany Town Hall.

Joe Ferris moved to go into nonpublic session to discuss a student

transportation issue. The motion was seconded by Sara Young-Knox and

passed 2-0- 0. The Board returned to public session at 5:33 p.m.

3. Approval of Minutes (2-9-16) – Sara Young-Knox moved to approve the

minutes of February 9, 2016. The motion was seconded by Joe Ferris and

B. Consider Approval of Transportation Contract – Sara Young-Knox moved

to approve the 5-year transportation contract with MacIver

Transportation and authorize the Superintendent to sign said contract.

The motion was seconded by Joe Ferris and passed 2-0- 0.

A. The SAU #9 Board will meet on April 28 th at 6:00 p.m. in the CPDC.

B. Kevin informed the Board of a Community Forum to be held at Kennett

Middle School on May 11 th at 5:30 p.m. in regard to the KMS facility use

study. Three options presently being look at are (1) Conway Rec. Center, an

integrated preschool, and moving sixth grade to the middle school.

A. Set Date for Next Meeting – The next meeting will be on June 14 th at 5:30

B. FYI – 2016-17 School Calendar – The calendar was mailed with agenda.

C. Joe Ferris moved that the Albany School Board direct the SAU #9

administration to develop procedures for addressing transportation

issues related to afternoon drop-off. The motion was seconded by Sara

Young-Knox and passed 2-0- 0.

9. Public Comments – Steve Knox asked about the integrated preschool. Mr.

Richard informed him that no decision has yet been made.

10. Sara Young-Knox moved to adjourn. The motion was seconded by Joe

Ferris and passed 2-0-0 at 5:50 p.m.

ALBANY SCHOOL BOARD MINUTES 02-09-16

 

PRESENT: Board Members Joe Ferris, Sara Young-Knox and Lisa Lynde.  Also present were Jim Hill, Kevin Richard, and two members of the public.  The meeting was held in the Albany Town Hall.

Chair Ferris called the meeting to order at 5:32 p.m.

PUBLIC HEARING on 2016-17 Proposed Budget – Kevin reviewed the proposed budget of $1,595,740 as well as the warrant articles and answered questions. He also reviewed components of the tuition contracts, including average daily membership and equalized value.  Steve Knox posed a question regarding National Forest funds and how that was determined.  Kevin will get an answer to that question.  The hearing closed at 5:52 p.m.

(2)     Approval of Minutes (1-12-16)Sara Young-Knox moved to approve the minutes of January 12, 2016. The motion was seconded by Lisa Lynde and passed 3-0-0.

Superintendent’s Report
The SAU Board will meet on February 11th at 6:00 p.m. in the Library at Kennett Middle School.

Kevin informed the Board that Conway has an article on their warrant for a $1.7 million, 20-year bond for heating and electrical upgrades to the John Fuller School.

Kevin noted that Homeland Security has been visiting the schools in SAU #9.

Any Other Business

Set Date for Next Meeting – The next meeting will be held on April 12th at 5:30 p.m. at the Albany Town Hall. The annual school district meeting is on March 8th at 7:00 p.m.

 Public Comments – Steve Knox asked if there has been any conversation about a three town coop with Albany, Eaton and Conway.

 (9)     Nonpublic SessionSara Young-Knox moved to enter into Nonpublic Session in accordance with RSA 91-A:3 II. The motion was seconded by Lisa Lynda and passed 3-0-0 at 6:01 p.m.
Nonpublic Session Minutes – Jim Hill discussed contract negotiations for transportation.

 (10)   Joe Ferris moved to return to public session and adjourn the meeting. The motion was seconded by Sara Young-Knox and passed 3-0-0 at 6:14 p.m.

Albany School Board minutes Jan. 12, 2016

PRESENT:  Joseph Ferris, Sara Young-Knox, Jim Hill and Kevin Richard.  The meeting was held at the Albany Town Hall.

(1) Chair Ferris called the meeting to order at 5:38 p.m. Joe Ferris moved to allow Lisa Lynde to participate via a conference all due to the weather.  The motion was seconded by Sara Young-Knox

(2) Approval of Minutes (11-10-15) – Sara Young-Knox moved to approve the minutes of November 10, 2015.  The motion was seconded by Joe Ferris and passed 3-0-0.

C) Review 1st Draft of 2016-17 Proposed Budget – Kevin Richard reviewed the proposed budget with the Board.  Sara Young-Knox moved to move the proposed 2016-17 budget in the amount of $1,595,740 forward to the budget hearing.  The motion was seconded by Joe Ferris and passed 3-0-0.

(D) Review 1st Draft of Proposed Warrant Articles – Joe Ferris reviewed the proposed articles.  Sara Young-Knox moved to move the warrant articles forward to the budget hearing.  The motion was seconded by Joe Ferris and passed 3-0-0.

ARTICLE 1.  To elect a Moderator for the ensuing year.

ARTICLE 2.  To elect a Clerk for the ensuing year.

ARTICLE 3.  To elect a member of the School Board for the ensuing three years.

ARTICLE 4.  To elect a Treasurer for the ensuing year.

ARTICLE 5.  To see if the School District will vote to raise and appropriate the sum of one million, five hundred ninety-five thousand, seven hundred and forty dollars ($1,595,740) for the support of schools, for the payment of salaries for school district officials and agents, and for the payment of the statutory obligations of the District.  This article does not include appropriations voted in other warrant articles.  (Majority vote required)  (Recommended by the School

ARTICLE 6.  To see if the School District will vote to raise and appropriate a supplemental appropriation of sixty-seven thousand dollars ($67,000) for additional special education costs for the current school year and authorize the withdrawal of sixty-seven thousand dollars ($67,000) from the Capital Reserve Fund (Special Education) created for that purpose.  (Majority vote required)

(Recommended by the School Board 3-0-0)

ARTICLE 7.  To see if the School District will vote to raise and appropriate the sum of fifteen thousand dollars ($15,000) to be placed in the Capital Reserve Fund (Special Education), previously established for this purpose.  (Majority vote required)  (Recommended by the School Board 3-0-0)

ARTICLE 8.  To transact any other business that may legally come before this

 

(6) Superintendent’s Report

(A) Kevin reviewed the SAU #9 Wellness Committee.  Lisa Lynde was appointed to serve on the committee.

B) The SAU #9 Executive Board will meet on January 14th at 6:00 p.m.

(A) Set Date for Next Meeting – February 9, 2016 at 5:30 p.m. in the Albany Town Hall – board meeting and budget hearing.

8) Public Comments – Steve Knox discussed distance learning and computer programming at Kennett High School.

(9) Nonpublic Session – Sara Young-Knox moved to enter into Nonpublic Session in accordance with RSA 91-A:3 II.  The motion was seconded by Joe Ferris and passed 3-0-0 at 6:07 p.m.

Tuesday, February 9, 2016 at 5:30 p.m. at the Town Hall.
