Albany School Board minutes Jan. 12, 2016

PRESENT:  Joseph Ferris, Sara Young-Knox, Jim Hill and Kevin Richard.  The meeting was held at the Albany Town Hall.

(1) Chair Ferris called the meeting to order at 5:38 p.m. Joe Ferris moved to allow Lisa Lynde to participate via a conference all due to the weather.  The motion was seconded by Sara Young-Knox

(2) Approval of Minutes (11-10-15) – Sara Young-Knox moved to approve the minutes of November 10, 2015.  The motion was seconded by Joe Ferris and passed 3-0-0.

(A) Public – none

(B) Board Member – none

(4) Signing of Manifest – The manifest was signed as presented.

(A) Attendance at Meetings – Joe (6); Sara (2); Lisa (1)

B) Consider Transportation Options (Nonpublic Session)

C) Review 1st Draft of 2016-17 Proposed Budget – Kevin Richard reviewed the proposed budget with the Board.  Sara Young-Knox moved to move the proposed 2016-17 budget in the amount of $1,595,740 forward to the budget hearing.  The motion was seconded by Joe Ferris and passed 3-0-0.

(D) Review 1st Draft of Proposed Warrant Articles – Joe Ferris reviewed the proposed articles.  Sara Young-Knox moved to move the warrant articles forward to the budget hearing.  The motion was seconded by Joe Ferris and passed 3-0-0.

ARTICLE 1.  To elect a Moderator for the ensuing year.

ARTICLE 2.  To elect a Clerk for the ensuing year.

ARTICLE 3.  To elect a member of the School Board for the ensuing three years.

ARTICLE 4.  To elect a Treasurer for the ensuing year.

ARTICLE 5.  To see if the School District will vote to raise and appropriate the sum of one million, five hundred ninety-five thousand, seven hundred and forty dollars ($1,595,740) for the support of schools, for the payment of salaries for school district officials and agents, and for the payment of the statutory obligations of the District.  This article does not include appropriations voted in other warrant articles.  (Majority vote required)  (Recommended by the School

ARTICLE 6.  To see if the School District will vote to raise and appropriate a supplemental appropriation of sixty-seven thousand dollars ($67,000) for additional special education costs for the current school year and authorize the withdrawal of sixty-seven thousand dollars ($67,000) from the Capital Reserve Fund (Special Education) created for that purpose.  (Majority vote required)

(Recommended by the School Board 3-0-0)

ARTICLE 7.  To see if the School District will vote to raise and appropriate the sum of fifteen thousand dollars ($15,000) to be placed in the Capital Reserve Fund (Special Education), previously established for this purpose.  (Majority vote required)  (Recommended by the School Board 3-0-0)

ARTICLE 8.  To transact any other business that may legally come before this

 

(6) Superintendent’s Report

(A) Kevin reviewed the SAU #9 Wellness Committee.  Lisa Lynde was appointed to serve on the committee.

B) The SAU #9 Executive Board will meet on January 14th at 6:00 p.m.

(7) Any Other Business

(A) Set Date for Next Meeting – February 9, 2016 at 5:30 p.m. in the Albany Town Hall – board meeting and budget hearing.

8) Public Comments – Steve Knox discussed distance learning and computer programming at Kennett High School.

(9) Nonpublic Session – Sara Young-Knox moved to enter into Nonpublic Session in accordance with RSA 91-A:3 II.  The motion was seconded by Joe Ferris and passed 3-0-0 at 6:07 p.m.

Nonpublic Session Minutes – Jim Hill discussed the transportation contract

Joe Ferris moved to return to Public Session.  The motion was seconded by Sara Young-Knox and passed 3-0-0

(10) Joe Ferris moved to adjourn the meeting.  The motion was seconded by Sara Young-Knox and passed 3-0-0 at 6:30 p.m.
